Recommendations are not hard limits: longer text can still run but may be truncated with "See more" in some placements. Meta's import template page lists a 25 character Title limit, shorter than the 27 and 40 character headline recommendations in the Ads Guide; test one row before a large import.

Characters are counted as you see them (an emoji or accented letter counts as one). Meta's own counter may treat some emoji differently.
